The inventor of the poncho was recently awarded the Noble prize for physics. In the citation, the poncho was cited as the only outdoor document that "keeps you as dry on the inside as it does on the outside". Now taking my tongue out of my cheek.
The job of rain gear is not to keep you dry, but to keep you warm. The rain jacket serves as the outer layer of your basic layering system of polypro, fleece and wind/rain proof layer. It has been years since Philmont included a poncho on the individual gear list and for good reason. If you are wet AND cold, there really isn't any quick and easy way to get you dry and warm.
