No comment on Philmont policies, but it's probably worthwhile noting
that the summer 2005 season is 8 - 10 months away. Unless his father
and older brother(s) are equally skinny, his situation may "improve"
significantly before you step on the plane.

FWIW, with one notable exception (a provo Scout I was saddled with in
'89), every "willow" I have ever taken to Philmont did just fine.
