However, the flyer/application form on the referenced web site doesn't
say anything about Venturers. In fact it seem to specifically exclude
them. Requirement #3 says "Be registered with Boy Scouts of America
--with the Boy Scout Program-- and approved by your council's Scout
Executive."

So are Venturers (or other BSA members) eligible? If so, the
application ought to strike the "with the Boy Scout Program" phrase.
