My crews normally use only 8 stakes for the tarp.

A Philtent has 20 points that CAN be staked, but six (two on each side, front and rear) are usually staked with another, reducing the total required to 14 stakes (seven per occupant).

The Philmont equipment List calls for 10 stakes per crew member, which covers a Philtent, the tarp, and provides extras. If you are providing your own tents, that number should be adjusted as needed.

Regarding the poles for the tarps, many crews leave them in their locker and use trekking poles instead.

Regarding the parachute cord, while every tarp I've ever seen issued has already had the cord attached, I believe that is because no one bothers to take it off when they turn in a tarp, and not because it is "supplied" by Philmont. I THINK that if you were issued a brand new tarp, your crew would need to supply the cord (50 ft required) for it.
