For Philmont: Went down to the local dollar store and picked up a four-pack (i.e. 25-cents each) of the adjustable, see-through butane lighters. One each in the carry bag for the two stoves and two distributed among crew gear.
We modify these so they have a larger than normal flame to make it easier to light stoves or fuse rope ends. With no more use than that they last for months.
Like others have mentioned, a flame source is a part of each scout's(at least its on the list) "10-essentials" list.
