Short answer, yes. Long answer, there are issues. It is not as easy as
copying from VHS to VHS. There are machines that can transfer from DVD to
VHS, or from VHS to DVD. That's the easiest way to go, but then there is
one more item on top of your TV.
You can also transfer video onto you comuter then to DVD. That requires
either a camcorder that has the converter or an actual converter.
Expensive and involved, but allows you to do some editing.
Like I said, not easy, but doable.
