Well, I think it basically depends on the goals of the crew, although the
only reason I could see going 20 would be for the hiking MB, and you have to
do that in a single hike.
If you are concerned about crew members, and you need to put them to the
test in order to be confident that they can do Philmont, then you might need
to run a couple of shakedowns that go beyond the crew/skill building aspect.
My goals are typically to practice getting up and out, cooking with
equipment they don't use much in normal camping, and in learning the fine
art of bear prevention techniques. Water purification is an important
method to grasp, as well.
Real training, particularly for us flatlanders, Steve, is climbing stadium
stands with loaded packs and taking long solo hikes a couple times per week.
Those fortunate enough to be in more mountainous territory, you probably
hike regularly anyway, so I can imagine many parts of the country are more
prepared on an ongoing basis.

Please consider, IMHO, that training hikes are for crew building, and skill
building. We do not hike a large number of miles, preferring instead to go
far enough to test the equipment, but then settle in for a long period of
training. I have read many a comment about doing 20, or more, miles in a
weekend. To each his own.
