NOLS probably insists on all-leather-outer layer boots for reasons on
durability and ease in treating them to be water resistant. NOLS training
can be longer than Philmont trips and involves a lot of mountain time. The
toes and heels can get chewed up really quickly. Most of Philmont hiking is
on trails without rock scrambling, and durability isn't as big of an issue.
I successfully used an Asolo medium weight boot made of leather and fabric
at Philmont, having broken them in beforehand. They were chewed up quickly
on a couple of mountain climbing trips in the Adirondacks by the constant
contact with rock.
I have had boots with Gore-Tex and my feet were kept dry from external
water. However, my socks and the insides of the boots would be very moist
from perspiration from the feet and the fact that the moisture vapor can
escape through the Gore-Tex membrane at a relatively slow rate. I sweat
faster than the Gore-Tex would pass the vapor out. Some summer hikers
prefer non-Gore-Tex boots because they think thier feet dry out faster
whether sweat or stream water.
