Our troop has a policy that makes sure that finances do not prevent a youth
member from attending a trip. For the simple weekends or summer camp it's
easy enough to come up with the funds to assure the scout can attend. A
trip like Philmont is a different story.
As a contigent leader for a couple Philmont treks, I can easily say that for
the 1st timer to Philmont it can cost $1,500.00. Our last trip in 2004 came
in at $1,100.00 (we're on the east coast). Add in costs of shakedown hikes,
first aid & CPR. New equipment, etc can also add to the cost of the trip...
Our troop offered a scholarship to one deserving youth member, this was our
approach...
1) we drained his SIP account and applied those funds to the trip
2) we found gently used equipment for loan or as a gift
3) the council had a special program for the particular demographic the
youth member fell into,
and he ended up with a backpack and sleeping bag
4) I asked for a philmont scholarship and was told to apply through the
council and they in turn said that they had earmarked a few scholarship
requests for members of the council contingent and to have a nice day
5) we sat down with the youth member and told him that he had to be more
active in our fundraising events
6) a couple of generous adults contributed 400.00 to the cost of the trip
7) the youth member contributed $300.00
8) the troop contributed the remaining $400.00
9) put me in the category of generous adults, another leader and I picked up
the cost of the shakedown hikes for him
I'm going to guess that you will find other troops following a similar
approach,

I need to know what troops do for scholarships for Philmont, etc. Our troop
has not really had a policy but addressed individually as requested. We want
to create a system so to speak that will allow boys to apply for these.
Suggestions have been that boys must be active in the troop and participate
in fund
raising activities of the troop. Also I believe they should write an essay
like you have to do for college scholarships using a choice of subjects
pertaining to scouting.
If anyone has any of this created and would share it, we would appreciate
it. No since in trying to create a new wheel when yours probably works!
