[Philmont] Increased Participation was RE: Albuquerque to Philmont

we can on the train, arrived the night before in 1999. put our tents up in
between inbound and outbound areas. hope we'll still be able to do that. I
do not mind paying for the bus to pickup in Raton.

stayed in tents in 2003, but were not told we'd have to pay extra.
