[Philmont] Increased Participation

No, it's that you have the same chance of winning the lottery whether
you're a small Troop or a mega-Troop. Regardless of how many Crews you
request. The only thing that matters is how many acceptable dates you
check off on the on-line lottery application form.

This point is one of the many I addressed in my suggested lottery system
oh about 4 or 5 years ago now. And others as well in their own
suggested lotteries. It is always interesting that the same issues come
up every time this thread plays out, and that the "new and improved"
lottery seemingly has just as many flaws as the old one - just that
they're different flaws.
