[Philmont] Increased Participation

What's the rule for Councils?
Should a troop be allowed to go as a "Troop Crew" within the Council
Contengent?
Are Council Contengents restricted to boys from multiple units?
I understand that many Councils have lots of crews each year.
Our Council (Central Florida) only takes a couple (2-4) of crews each year,
and claims to restrict the number of boys and adults from any one unit,
(however that restriction does not seem to apply to all units, some units
get to send lots of boys & adults).
