I don't think anyone can really answer this question. Crews choose intineraries for reasons known only to those crews, and in some cases unknown in general. If the intinerary selection process involves some form of balloting then the result is just the prevailing view of the members based on their knowledge and opinions.

It like Baskin and Robbins - they have 31 flavors, they can tell you which are most popular but it changes from time to time and they don't know why that happens or why any given customer chooses any particular flavor.
