Our Council (Central Florida) only takes a couple (2-4) of crews each year,
and claims to restrict the number of boys and adults from any one unit,
(however that restriction does not seem to apply to all units, some units
get to send lots of boys & adults).

I believe Councils can set their own requirements. Our Council sends 16
crews each year, in two waves of eight. Rather than have open applications
(which would create a huge workload for the special activities registrar), troops
apply for the available crews, but they must fill all twelve slots in each
crew. In 2003, my troop could only fill eight slots, so we invited another
troop to send four persons to fill the crew, thus becoming a truer contingent
crew.
 
However, two crews are reserved for a true contingent situation, and are
restricted to lower income Scouts.
 
The two-year restriction is also in place for applying troops, and there are
other considerations such as participating in fundraising.
