"I strongly believe that council contingents should be provisional crews
only. It a troop or crew wants to go as a unit, they should apply like
everyone else. It appears to me that the units that consistently go every
other year get their slots through their council. That is not fair to units
in councils that do not provide that service."

By "Provisional Crews", I'm assuming you mean individual sign-ups only?

How would you implement that in a council?
I like the premise, but how would you handle the sign-ups?
What would be the maximum number of people per unit?
What if more than the maximum from one unit want to go?
What about adult advisors?
What if you didn't get enough individuals?
Would you open it up to waiting list people after a certain date?
What if a unit wants to sign up and can't get a crew in the lottery?
Would you use certain criteria for every applicant that wants to go?

Lots of questions.... have any answers to help me?
