[Philmont] Council contingents

Tri-State Area Council (Huntington, WV), a rather small council, uses
"first come, first served". We send two crews, every other year. This
year, for the first time in about 12 years, we only sent 22 instead of
our usual 24. Typically, crews are made up of members of several Troops.
Usually, a boy can talk one of his buddies into going so he'll know
someone in the crew.
This year we had three brothers on one crew and a dad, son and uncle on
the other. Of the 22 this year, 16 were new to Philmont, most of the
repeats are adults.

Individual sign-ups work well for us. The process begins about 1 year
out with information sent to all eligible Scouts (and Venturers).
Applications are passed on by the HAC (mostly made up of adults going on
the treks). Some have been deferred or turned down in the past. Wait
list for the extra apps - we've almost always gone through the wait
list.
