[Philmont] Council Contingents

Our council sends three crews every year. Recruiting is done by
announcing in the council newsletter, roundtables, etc. that Philmont
applications are being accepted. Some years applicants have to be
turned away (or are put on a waiting list in case someone drops out),
other years recruiting has to be stepped up to fill all the slots. To
my knowledge there is no rule on limiting to a certain number by troop
or crew. I think that is somewhat controlled by the adult selection
process. This was not an issue the year I went with our council
contingent as the most youth we had from any one troop was 3 and the
most adults from any one troop was 2. Adults have to apply and go
through an interview with the high adventure committee. Then the adults
that are going go through the youth applications and decide how to make
up the crews. Even though the application requires the scoutmaster's
approval, care must be taken that the youth understands what he/she is
getting into and that they are up to the challenge. The year that I
went with the council almost all of the participants were from troops
that had never sent a crew to Philmont.

By "Provisional Crews", I'm assuming you mean individual sign-ups only?

How would you implement that in a council?
I like the premise, but how would you handle the sign-ups?
What would be the maximum number of people per unit?
What if more than the maximum from one unit want to go?
What about adult advisors?
What if you didn't get enough individuals?
Would you open it up to waiting list people after a certain date?
What if a unit wants to sign up and can't get a crew in the lottery?
Would you use certain criteria for every applicant that wants to go?

Lots of questions.... have any answers to help me?
