[Philmont] Wilderness First Aid

According to the Philmont Unit and Council planning guide on the http://www.scouting.org/philmont/ website, WFA is required for 2007. Should we expect an "official" announcement stating something otherwise?

  Our Director of Training in our council, Greater St. Louis Area, just returned from Philmont and said that the WFA would be advisory in 07 and required in 08.
