[Philmont] council contingents

Being our Council's HA Chair, I'm happy to share how its done.

In August Philmont sends the council a letter inviting them to send Philmont
a council contingent. The council returns (by early September) three
potential start dates and a number of participants (not crews ... which is
determined by dividing the number supplied by 12 and rounding up).

Philmont grants the request based on several factors including prior year(s)
history of the council's ability to meet their commitment. So a council
(like ours) that has requested between 100 & 108 and has consistently met
that commitment sent 9 crews, 98 souls (of the 100 requested), last year and
asked for and got 108 for '07 and requested 108 for '08. Getting a 10th
crew would be difficult, and dropping below 9 in any year but a Jamboree
year could have a ratcheding down effect. If I reserve 100, I can't show up
with 102 even though it doesn't change the crew count, I'm not permitted to
exceed the number submitted like unit crews are. .. the biggest impact it I
can imagine that it has is tent city tents ...
