Or perhaps just ease of use. You actually have some work to do selecting
a hosting site. Some of these sponsored sites, on the other hand, hold
your hand in extreme ways, and of course, EVERYONE knows companies like
Google, Yahoo, etc. who do this stuff. For a tiny non-profit site like
this, I wouldn't necessarily have thought of any inherent problems...
and I'm at least a little experienced in web hosting, site design, etc.

Or better still, find someone to give you space on their site. I pay
less than $40/year for my business site, which is pretty close to
nothing (about the profit from one DVD sold... I have a few small films
and videos I make). So I put Daretown NJ's Troop60 up for free... I mean,
I have something in excess of 200GB storage, 2TB traffic, thousands of
email addresses, etc. included in the basic package.

But really, the problem with the sponsored site is far more about
letting computers make oversimplified decisions than it is about the
Fall of Western Civilization. Sure, that "Gay Bear" link is
inappropriate, but really, any dating or other adult link would have
been likewise. They could have simply assigned a rating, like you find
on any TV show, film, or video game these days, to the ads, and let the
hosted customer do likewise for the site, and have avoided this kind of
thing. As an engineer, I see this as an easily avoided things, but one
of those 20/20 hindsite issues.

And of course, if a human had made the decision, even one of those "Gay
Bears", that person would have seen it completely obvious that this
doesn't get linked to a Boy Scout site.

It's really a technology problem, and not even a difficult one at that...
just something that has to get implemented. Which means it DOES need to
be brought to Google's attention, regardless of whether the site gets
moved to another site or not.
